Yes it does matter, its a compost bin, they use the compost to grow food in, dog poop is not suppose to go in our compost, besides the disease worries...
That's disgusting. I would just throw it in the garbage bin. Well, actually I wouldn't do any of that stuff to whomever they are talking about.
